Illegal Cargo

Illegal Cargo is cargo traded on the black market. While you do not pay taxes on illegal goods, and there are quite often good profits to be made, there are risks. Every time you trade on the Black Market, there is a percentage chance of being caught, and receiving a Criminal Record, which results in losing popularity on the planet you traded to illegally.
