[edit] Preamble
We the People of the Galaxy, in Order to form a more perfect Union, establish Justice, ensure domestic Tranquility, provide for the common Defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Galactic Constitution.
[edit] Article I: Legislative Power
Section I All legislative Powers herein granted shall be vested in a Congress of the Galaxy, which shall consist of a Galactic Congress and System Elders.
Section II The Congress of the Galaxy shall be composed of one Elder from each System, chosen by the Planet Rulers thereof; each Congress member shall have one Vote.
The Planet Leaders shall only choose new Congress members, and Congress decides a Galactic Ruler pro tempore, if the person(s) absence exceeds more then 500 CE.
The Congress shall have the sole Power to try all Impeachments. When sitting for that Purpose, they shall be on Oath or Affirmation. When the Ruler of the Galaxy is tried, the Congress shall preside: And no Person shall be convicted without the Concurrence of two thirds of the Congress present.
Section III The Galaxy shall be composed of four to six Planet Leaders per System. Planet Rulers may elect a System Elder with a majority vote.
Section IV The Times, Places and Manner of holding Elections for Congress members, shall be prescribed in each Planet by the Legislature thereof; but the Congress may at any time, by Law, make or alter such Regulations, except as to the Place of choosing Congress members.
The Congress shall assemble at least once in every 200th CE, and such Meeting shall be on the first 1st CE of every century, unless they shall by Law appoint a different Day.
Section V The Senate shall have power To collect Taxes, Duties, Imports and Excises, to pay the Debts and provide for the common Defense and general Welfare of the Galaxy.
To borrow money on the credit of the Galactic Congress;
To define and punish Piracies and Felonies committed in Space, and Offenses against the Law of other Factions;
To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures in Land and Space;
To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than 1,000 CE;
To provide and maintain a Fleet;
To make Rules for the Government and Regulation of the Land and Space Forces;
To provide for calling forth a Military to execute the Laws of the Galaxy, suppress Insurrections and repel Invasions;
To provide for organizing, arming, and disciplining the Military, and for governing such Part of them as may be employed in the Service of the Galactic Congress, reserving to the Planets respectively, the Appointment of the Congress members, and the Authority of training the Military according to the discipline prescribed by the Congress;
To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the Galaxy, or in any Department or Office thereof.
Section VI Every bill which shall have passed the Congress, shall, before it becomes a law, be presented to the Ruler of the Galaxy, unless there is no Ruler elected; if he approves he shall sign it, but if not he shall return it, with his objections to Congress in which it shall have originated, who shall enter the objections at large in the Galactic Congress's forum, and proceed to reconsider it. If after such reconsideration two thirds of the Congress shall agree to pass the bill, it shall be sent, together with the objections, to the Ruler of the Galaxy, but if approved by two thirds of the Congress, it shall become a law. But in all such cases the votes of Congress shall be determined by yeas and nays, and the names of the persons voting for and against the bill shall be entered on the Congressional Forum. If any bill shall not be returned by the Galactic Ruler within 100 CE, after it shall have been presented to him, the same shall be a law, in like manner as if he had signed it, unless the Congress by their adjournment prevent its return, in which case it shall not be a law.
Every order, resolution, or vote to which the concurrence of the Congress may be necessary (except on a question of adjournment) shall be presented to the Ruler of the Galaxy; and before the same shall take effect, shall be approved by, or being disapproved by the Galactic Ruler, shall be re-passed by two thirds of the Congress, according to the rules and limitations prescribed in the case of a bill.
[edit] Article II: Executive Power
Section I The executive Power shall be vested in a Ruler of the Galaxy. He shall hold his Office during the Term, and be elected, as follows:
Each Congressional member shall appoint, in such Manner as the Legislature thereof may direct, one Elector towards a Congress member running for the Highest Office in the Galaxy.
The Electors shall meet in an agreed upon time and location, and vote by Posting for one of the Persons, and they shall make a List of all the Persons voted for, and of the Number of Votes for each; Votes shall then be counted. The Person having the greatest Number of Votes shall be the Galactic Ruler, if such Number be a Majority of the whole Number of Electors appointed; and if there be more than one who have such Majority, and have an equal Number of Votes, then the Congress shall immediately re-choose by Ballot one of them for Galactic Ruler; and if no Person have a Majority, then from the five highest on the List the said Congress shall in like Manner choose the Galactic Ruler. But in choosing the Galactic Ruler, the Votes shall be taken by Planets, the Representation from each Planet having one Vote; a quorum for this Purpose shall consist of a Member or Members from two-thirds of the Planets, and a Majority of all the Planets shall be necessary to a Choice.
The Congress may determine the Time of choosing the Electors, and the Day on which they shall give their Votes; which Day shall be the same throughout the Galactic Congress.
In Case of the Removal of the Galactic Ruler from Office, or of his Death, Resignation, or Inability to discharge the Powers and Duties of the said Office, the same shall devolve on the Congress, and the Congress may by Law provide for the Case of Removal, Death, Resignation or Inability, of the Galactic Ruler, declaring what Congress person shall then act as Galactic Ruler, and such Congress members shall act accordingly, until the Disability be removed, or a Galactic Ruler shall be elected.
Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation:
`I do solemnly swear (or affirm) that I will faithfully execute the Office of Ruler of the Galaxy, and will to the best of my Ability, preserve, protect and defend the Constitution of the Galaxy.`
Section II The Galactic Ruler shall be Commander in Chief of the Military of the Galactic Congress, when called into the actual Service of the Galaxy; he may require the Opinion, in writing, of the principal person(s) in each of the executive Departments, upon any subject relating to the Duties of their respective Offices, and he shall have power to Grant Reprieves and Pardons for Offenses against the Galactic Congress, except in Cases of Impeachment.
He shall have Power, by and with the Advice and Consent of the Congress, to make Treaties, provided two thirds of the Congress present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Marshals and Consuls, who are Judges of the Galactic Court, and all other Officers of the Galactic Congress, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such Members, as they think proper, in the Galactic Ruler alone, in the Courts of Law, or in the Heads of Departments.
The Chancellor shall have power to fill up all Galactic Court Vacancies that may happen during the Recess of the Congress, by granting Commissions which shall expire at the End of their next Session.
Section III
The Galactic Ruler, Congress members, Consuls, and all civil Officers of the Galaxy, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.
[edit] Article III: Judicial Powers
Section I The judicial Power of the Galactic Congress, shall be vested in one Galactic Court. The judicial Power shall extend to all Cases, in Law and Equity, arising under this Constitution, the Laws of the Galactic Congress, and Treaties made, or which shall be made, under their Authority; to all Cases affecting Judges, other public offices; to all Cases of admiralty and maritime Jurisdiction; to Controversies to which the Galactic Congress shall be a Party; to Controversies between two or more Planets or Factions; between a Planet and Citizens of another Planet or Factions; between Citizens of different Planets or Factions; between Citizens of the same Planet claiming Territories under Grants of different Planets, and between a Planet, Faction, or the Citizens thereof, and foreign, Citizens or Subjects.
In all Cases affecting Congress members, other public offices, and those in which a Planet shall be Party, the Galactic Court shall have original Jurisdiction. In all the other Cases before mentioned, the Galactic Court shall have appellate Jurisdiction, both as to Law and Fact, with such Exceptions, and under such Regulations as the Congress shall make.
Trial of all Crimes, except in Cases of Impeachment, shall be by Jury; and such Trial shall be held in the Planet where the said Crimes shall have been committed; but when not committed within any Planet, the Trial shall be at such Place or Places as the Congress may by Law have directed.
Section II Treason against the Galactic Congress, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court.
The Congress shall have power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person attainted.
[edit] Article IV: Planets' Powers and Limits
Section I The Citizens of each Planet shall be entitled to all Privileges and Immunities of Citizens in their respective Planets.
Any Planet may freely leave the membership of the Galactic Congress.
A Person charged in any Planet with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another Planet, shall on demand of the executive Authority of the Planet from which that Person fled, be delivered up, to be removed to the Planet having Jurisdiction of the Crime.
No Person held to Service or Labour in one Planet, under the Laws thereof, escaping into another, shall, in Consequence of any Law or Regulation therein, be discharged from such Service or Labour, But shall be delivered up on Claim of the Party to whom such Service or Labour may be due.
Section II Planets shall respect the Jurisdiction of any other Planet; and will not form any Outpost(s) in said Jurisdiction, without the Consent of the Legislatures of the Planet(s) concerned as well as of the Congress.
The Congress shall have power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the Galactic Congress; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the Galactic Congress, or of any particular Planet.
[edit] Article V: Process of Amendments
Whenever two thirds of Senate shall deem it necessary, shall propose Amendments to this Constitution, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as part of this Constitution, when ratified by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; nor shall they be deprived of its equal Suffrage in the Senate.
[edit] Article VI: Federal Power
All Debts contracted and Engagements entered into, before the Adoption of this Constitution, shall be as valid against the Galactic Congress under this Constitution.
This Constitution, and the Laws of the Galactic Congress which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the Galactic Congress, shall be the supreme Law of the Universe; and the People in every Planet shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.
The Congress members before mentioned, and the Members of Planet Legislatures, and all executive and judicial members, both of the Galactic Congress and of other Planets, shall be bound by Oath or Affirmation, to support this Constitution; but no religious Test shall ever be required as a Qualification to any Office or public Trust under the Galactic Congress.
Galactic and Planet legislators, which includes the Galactic Ruler, Congress members, System Elders, and Judicial are, by the third clause of the article, bound by oath or affirmation to support the Constitution, to be declared in the Government Message Board as so:
"I, (name), do solemnly swear (or affirm) that I will support and defend the Constitution of the Galactic Congress against all enemies, foreign and domestic; that I will bare true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter. (Optional: So help me Torin.)"
[edit] Bill of Galactic Rights
First Amendment The Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people to peacefully dissent, and to petition the Government for a redress of grievances.
Second Amendment A well regulated Military, being necessary to the security of a free Planet, the right of the people to keep and bear Arms, shall not be infringed.
Third Amendment No Soldier shall, in time of peace, attack any Planet, Property, or Person(s), but in a manner to be prescribed by law.
Fourth Amendment The right of the people to be secure in their persons, ships, cargo, and effects, against unreasonable seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the persons or things to be seized.
Fifth Amendment No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or space forces, when in actual service in time of War or public danger; nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.
Sixth Amendment In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the Planet or sector where in the crime shall have been committed, which sector shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defence.
Seventh Amendment In Suits in Court, where the value in controversy shall exceed $1,000,000,000 Credits, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise re-examined in any Court of the Galactic Congress, than according to the rules of the common law.
Eighth Amendment Excessive penalties shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.
Ninth Amendment The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.
Tenth Amendment
The powers not delegated to the Galactic Congress by the Constitution, nor prohibited by it to the Planets, are reserved to the Planets respectively, or to the People.

[edit] Article 1 – Two parts of the Senate
Section 1 Declares that all legislative powers will be granted to the Senate, including lower Houses.
Section 2 Defines the Senate, known as the upper house. Must be 500 CE old, will serve for 2,000 CE each. Must be a citizen 500 CE. Each planet gets three Senators. The Senate has the sole power to Impeach.
Section 3 Defines the House of Officers, known as the lower house of the Senate. Members may freely become Officers after the age and Planet requirements are met. Must be 100 CE old, will serve for 1,000 CE. Each planet gets six Officers.
Section 4 Says that each Planet may establish its own methods for electing members of the Senate. Requires, that the Senate must meet at least once on the 1st year of every 100 CE.
Section 5 Defines the powers to tax, declare war, create armies, and to regulate rules.
Section 6 Say how bills become law. All bills must pass both the House of the Senate and the House of Officers in the exact same form. Bills that pass both houses are sent to the Chancellor. He can either sign the bill, in which case it becomes law, or he can veto it. If he vetoes a bill, it is sent back to the Senate, and if both houses pass it by a two-thirds majority, the bill becomes law over the Chancellor's veto. This is known as overriding a veto.
[edit] Article 2 – Creates the job of Chancellor
Section 1 Establishes the office of the Chancellor. Serves for 2,000 CE. Chancellors are elected by the Electoral. Must be 1,000 CE old.
Section 2 Chancellor leads the armed forces. He makes treaties with other nations. Picks many of the Judges with consent from the Senate or may choose alone if the Senate approves. Gives suggestions to Senate. Ensure the laws of the Galactic Republic are carried out.
Section 3 Explains how to kick the Chancellor from office, called impeachment.
[edit] Article 3 – Establishes Judges, called the Judiciary
Section 1 Establishes the Galactic Court, the highest court in the Galactic Republic. Marshals, Consuls, and Councilors are considered Judges. Says what cases the Galactic Court must decide. It also guarantees trial by jury in criminal court.
Section 2 Defines, without any question, what the crime of treason is.
[edit] Article 4 – Planets' Rights
Section 1 All Planets will honor the laws of all other Planets. Describes membership into the Galactic Republic. Citizens of one Planet are treated equally and fairly like all citizens of another. It also says that if a person accused of a crime in one Planet flees to another will be returned to the Planet that person fled from.
Section 2 Describes the Right's of the Planet and its Property. Ensures a “Power by the People” government. Guarantees what the federal government will protect the Planets against.

Describes the process of making Amendments to the Constitution.

Guarantees that the Constitution and all laws and treaties of the Galactic Republic to be the supreme law of the Universe. Requires all Executive, Judicial, Legislative branches of the Galactic Republic and of the Planets to swear an oath of allegiance to the Galactic Republic and the Constitution when taking office.
